Joseph’s Public Service

Joseph’s commitment to community service spans more than 30 years. He began by serving on staff at the Christian House of Prayer and as an elected Council Member in Copperas Cove. Today, he continues his ministry as one of the campus pastors at the Christian House of Prayer and is also a proud military veteran.

Since 1997, he has served as the Executive Director of the Refuge Corporation, a nonprofit community service organization and partner agency of the United Way of Central Texas and the Combined Federal Campaign.

He currently serves as Killeen City Councilmember for District 2 and is a board member of the Hill Country Transit District (The HOP). In addition, he partners with the Central Texas Food Bank and Feeding America to help address food insecurity across the region.

Through his leadership as Executive Director, Joseph has worked closely with community organizations, city officials, and local leaders to address critical issues impacting families and individuals. His efforts have supported initiatives focused on homelessness, shelter services for women and men, substance abuse recovery, mobile food pantry distributions, and outreach programs that benefit schools, students, and surrounding communities.
